When was Newable established?
We were founded in 1982 as Greater London Enterprise (GLE). In 2016, we re-branded as Newable to reflect our bold growth agenda and the wider national footprint of our activities.
Who owns Newable?
In 2023, Newable became 100% employee-owned. Historically, Newable operated as a company limited by guarantee, meaning we did not have shareholders, but instead had members. Our members were the 32 London Boroughs and the City of London Corporation. Find out more.

The relationship between Newable Ltd and Newable Partnership Ltd
In 1982, the Greater London Council (GLC) founded our business as a company limited by guarantee under the name Greater London Enterprise (GLE), with 13 London Boroughs as Original Ordinary Members, who each contributed £100,000 as a grant. In 1997, 19 more Boroughs and the City of London Corporation joined as Ordinary Members.
By design, GLE operated entirely independently of the Boroughs, reinvesting its profits, and growing slowly and unspectacularly.
In 2016, the company rebranded to Newable Ltd and our Board, led by new CEO Chris Manson, set a new strategy, aiming to treble the size of the business in five years. This ambitious growth plan was achieved despite challenges such as Brexit, the pandemic, and a cost-of-living crisis.
Newable focuses on social values, practicing Responsible Finance and patient capital, with a robust Environmental, Social and Governance strategy. Operating across three key areas – Money, Advice, and Workspace – the company aims to make sustainable profits while helping other businesses to thrive.
To enable its ambition of trebling in size again over the next five years, Newable needed to change from being a company limited by guarantee (and thus unable to issue shares). Newable therefore moved to an employee-ownership model in a new company, Newable Partnership Limited, owned 100 % by our employees.
Newable Limited exchanged its ownership of the business and assets of Newable for £78 million in Preference Shares in Newable Partnership Limited, redeemable in 2030. This transaction completed in January 2023, following consent from a range of authorities. When the Preference Shares are redeemed in 2030, the £78 million proceeds will be returned to the Boroughs through a process of solvent liquidation of Newable Limited, as prescribed by its founding Articles. Newable Partnership Ltd will continue as an employee-owned business after the Preference Shares have been redeemed with its purpose remaining: to make sustainable profits from helping other businesses to thrive.
